PROTECTION

Programme: Area Suraksha Mitra

ICICI Prudential Life Insurance supports Area Suraksha Mitra, a Civil Defence initiative to strengthen citizen emergency preparedness and neighbourhood security with the objective of making homes, streets, neighbourhoods and communities safer and more caring places in which to live.

Janaagraha, a Bengaluru-based non-profit that supports citizens’ participation in public governance has designed the Area Suraksha Mitra program in close coordination with the Directorate of Home Guards and Civil Defence and the city police. The design is based on appointing one citizen volunteer representative from each polling booth to be an Area Suraksha Mitra who works in close co-ordination with the Civil Defence and City Police to provide neighbourhood intelligence and focus on areas such as community disaster preparedness, community mobilisation and setting up of help desks.

The project has been launched in one division in Bengaluru (collective of 50 polling booths), and will be rolled out in all other divisions by December, 2009.

Area Suraksha Mitra-Kannu Teri Bengaluru was launched in Bengaluru in March 2009. Its objectives are to:

Build a citizen force representing each of the 5,000 polling booths in Bengaluru.
Build capacity for the Civil Defence and the city police to effectively deploy the Area Suraksha Mitras (ASMs), who are citizen security representatives from local communities.
Build robust reporting formats for wardens to document neighbourhood intelligence based on polling booth level data.
Strengthen police-citizen partnerships.
Achieve successful interactions between ASMs and community.
